Jubilee celebrates as Melbourne’s newest master plan approved

Melbourne’s newest master-planned community, ‘Jubilee’ in Wyndham Vale is celebrating after the Precinct Structure Plan in which it sits, Westbrook PSP, was gazetted by the Metropolitan Planning Authority (MPA) on 18 July 2014.

Jubilee is the sole development outlined within this PSP, which will house over 20,000 residents in approximately 5,500 allotments and up to 7,000 dwellings when it is developed over the next 15 – 20 years.

Developed by Lotus Living, Jubilee aims to deliver new best practice for community living, with key facilities delivered upfront in the project’s infancy and a calibre of amenity and quality design rarely seen in residential projects of this nature.

The Westbrook PSP encompasses 482ha of developable land and includes provisions for a substantial injection of infrastructure into this rapidly growing municipality, including:

  • 3.5ha government Primary school site
  • 9ha Primary and Secondary non-government school site
  • A childcare centre
  • 32.5ha employment precinct
  • 6.62ha activity / town centre including a large supermarket, entertainment precinct, town square, restaurant precinct and 8,000sqm of retail space

In addition, Lotus Living will also deliver;

  • Five separate ‘villages’ to create smaller neighbourhood nodes
  • Between three to four themed resident-only recreation clubs
  • An on-site café located at the neighbourhood centre in the first village on Ballan Road
  • Activated river frontage along the Werribee River
  • 77ha of open space including 3 major parklands, 5 pocket parks, major waterways, a linear park running along the project’s spine, as well as over 11 hectares of active sporting fields and facilities
  • Similarly, design guidelines will be enforced over the life of the project and managed via the Home Owner’s Association, to ensure a high quality of design is maintained

Lotus Living Managing Director, Peter Bozzo, said great care had gone into the planning of this wonderful master-planned community, taking into consideration the growing needs of the municipality and the strain placed on the area’s current facilities.

“ We have designed Jubilee with the intention of becoming a suburb in its own right, with all the facilities, amenity and services residents need on an everyday basis all located within their own neighbourhood.

“ Although this is one of the largest single developments slated for the City of Wyndham, we have designed the project to encompass five smaller neighbourhoods or ‘villages’, each with their own parks and landscaping theme.

“ Each home will be within 800 metres of a park or outdoor space, while we have also created a number of ‘activity loops’ which will connect people with the major parks via either linear park links, bike or walking paths.

“ It is no secret that the current infrastructure supporting the City of Wyndham is at capacity, which is why we are working to deliver a number of key facilities in the early stages of the project, so we can support the growing needs of the residents from the outset.

“ When designing the master plan we conducted extensive market research into what buyers want in a new community. As a result we plan to implement a number of the findings into the design, such as shaded walkways, deciduous plantings, free wi-fi to the public spaces and a substantial investment into landscaping.

“ Encompassing 77 hectares of open space, a major town centre, a plethora of infrastructure and multiple recreation centres, Jubilee will be a community like no other. We have designed this project to raise the bar for quality urban design not just in the City of Wyndham but throughout Victoria.

“ With the PSP now approved Lotus Living is currently working towards achieving planning approval from council and at this stage we aim to go to market in spring this year,” he said.
